Hills Live News, Guwahati. October 16:
Assam Chief Minister Dr. Himanta Biswa Sarma on Friday inaugurated the newly constructed Assam Bhawan in Bengaluru, describing it as more than a government guest house and a symbol of the state government’s commitment to the people of Assam.
Built at an estimated cost of ₹71.24 crore, the four-storey building stands on a 16,249-square-metre plot and offers accommodation, administrative facilities and spaces for meetings, cultural activities and other programmes.
The newly inaugurated facility has seven suites for distinguished guests, 26 mini-suites, 36 double-occupancy rooms and a 26-bed dormitory for students and other visitors. Residential units comprising one 1-BHK, one 2-BHK and one 3-BHK accommodation have also been provided for state government officials.
The building houses five conference rooms, a large dining hall, a restaurant, a banquet hall, exhibition facilities, a library, a gymnasium and indoor games facilities.
Addressing the inaugural ceremony, Dr. Sarma said the project had overcome several challenges before becoming a reality. He described Assam Bhawan as a symbol of cooperation between Assam and Karnataka and an important facility for students, patients, government officials and employees travelling to Bengaluru.
The Chief Minister thanked the Assam government’s General Administration Department and Public Works Department, along with all those involved in the construction. He also expressed gratitude to the Karnataka government and local MLA S. T. Somashekar for their cooperation.
Recalling the project’s history, Dr. Sarma said five acres of land had been acquired in the Bheemanakuppe Cross area in 2008 for the construction of Assam Bhawan. However, the project was cancelled in 2016 because the land was classified as agricultural land.
Subsequently, discussions with the Karnataka government in 2018, when Dr. Sarma was serving as Assam’s Public Works Minister, led to the necessary approvals for changing the land classification. Construction resumed in May 2022, and the building was completed within three years.
The Chief Minister said the state government had been developing Assam Bhawans at important locations across the country to provide accommodation for people from Assam travelling for medical treatment, education, official work and other purposes. Such facilities are currently available in New Delhi, Mumbai, Kolkata, Shillong, Chennai and Vellore.
He announced that two more Assam Bhawans in Delhi—one in Dwarka and another reconstructed facility on Sardar Patel Marg—would be inaugurated in November and December, respectively. Land has also been acquired for another facility in Sector 17, Delhi.
Construction is also underway on a new building in Mumbai to replace the existing facility used by cancer patients, another building at Mumbai Port and a new facility on Russell Street in Kolkata.
The state government has approached the respective governments for land to construct new Assam Bhawans in Ahmedabad, Gaya and Pune. Karnataka has also been requested to provide land for an integrated cultural project. Meanwhile, 16 states have proposed constructing their respective state bhawans in Guwahati, and the Assam government has initiated the process of allotting land for these projects.
Highlighting Assam’s industrial growth, Dr. Sarma said investment agreements worth approximately ₹5 lakh crore had been signed, with projects worth ₹4 lakh crore already underway.
He referred to the semiconductor project at Jagiroad and plans to establish additional projects under the India Semiconductor Mission 2. Other major projects expected to generate employment include the Namrup fertiliser plant, a thermal power plant at Chapar, pumped-storage power projects, a satellite city near Guwahati airport and aircraft maintenance, repair and overhaul (MRO) facilities, along with a flying school.
The Chief Minister observed that the Tata semiconductor project had already encouraged highly educated Assamese youths with expertise in advanced technologies to return from different parts of India and abroad.
Expressing confidence in Assam’s future, he said that the establishment of data centres, defence manufacturing facilities and advanced technology companies over the next decade would create substantial employment opportunities, helping to stem the migration of skilled human resources and encouraging them to return to their home state.
Referring to the Reserve Bank of India’s recognition of Assam as a rapidly developing economy, Dr. Sarma urged Assamese people living outside the state to act as ambassadors of Assam by promoting its development and investment potential to attract more industrialists and investors.
He expressed hope that the new Assam Bhawan would strengthen ties between the Assamese community in Karnataka and the Assam government. He added that Assamese residents in Bengaluru would be able to organise cultural and community programmes at the facility, which would also have a restaurant serving Assamese cuisine.
Assam’s General Administration Minister Keshab Mahanta, Karnataka MLA from Yeshwanthpur constituency S. T. Somashekar, General Administration Department Secretary Narsing Pawar, Public Works Department Special Commissioner and Special Secretary Raj Chakrabarty, and several other dignitaries attended the inauguration.
