JK Lakshmi Cement Launches ‘Project Kamakshi’ with Groundbreaking Ceremony at Umrangso TodayChief Minister Himanta Biswa Sarma attends foundation-laying ceremony of integrated cement plant in Dima Hasao

Hills Live News, Haflong, October 30: JK Lakshmi Cement Ltd. is set to mark its entry into Assam with the launch of its ambitious ‘Project Kamakshi’, as the company holds the groundbreaking ceremony for an integrated cement plant at Umrangso in Dima Hasao district on Friday.
The ceremony, at Village Umrangso (19 Kilo), attended by Assam Chief Minister Dr Himanta Biswa Sarma as the Chief Guest, Minister Bimal Bora, Chief Executive Member (CEM) of the Dima Hasao Autonomous Council Debolal Gorlosa Smt. Vinita Singhania, Chairperson and Managing Director of JK Lakshmi Cement Ltd.
The project marks the company’s first footprint in Assam and is expected to be a significant industrial initiative for Dima Hasao, a hill district with considerable potential for industrial development.
The programme also featured traditional folk-dance performances by the Dimasa and Karbi communities, reflecting the cultural diversity of the district.
This was followed by the presentation of Project Kamakshi by the company’s president, addresses by and Vinita Singhania, and the Chief Minister’s address.
Speaking on the occasion Chief minister Sarma said ‘We had received investment proposals worth ₹5 lakh 15 thousand crore for Advantage Assam. Over the past two years, through various efforts, we have brought projects worth approximately ₹3 lakh crore into reality. Today, it is a matter of pride for us that work has started today for a project worth ₹11,000 crore in Umrangso, which will be capable of producing about 6 metric tons of cement. JK Lakshmi Cement will implement this project. As a result of this, the Dima Hasao Council will receive substantial royalties, employment opportunities will be created, and Assam will also progress significantly in industrialization. I thank the Dima Hasao Council for helping us. I thank Industries Department Minister Bimal Borah, and I thank everyone for JK Lakshmi investing here.
Today, the work on a very large cement factory started in Umrangso 9 km, involving an investment of ₹11,000 crore. More than 6 metric tons of cement will be produced, and because of this industry coming up, the Council will get a lot of royalty, employment will be generated, and small supporting industries like vehicles, shops, etc., will all form an ecosystem for the income of local people. In Advantage Assam, we had received investment proposals of ₹5 lakh crore. ₹3 lakh 15 thousand crore had already materialized, and today ₹11,000 crore has been added to it again.
Our Umrangso is a very beautiful place. We have requested the Council to build homestays here, or good non-polluting hotels and resorts. Local people can do this; people from outside do not need to come and build them. Homaestays here can be run by our local people, and people can eat ethnic food. Here, people can enjoy our entire beauty and scenery, and industries will grow here. And we are also trying to build an airport here if Karbi Anglong wants it or Dima Hasao wants it. If we can convince Delhi and bring an airport here, then more tourists will come here than to Shillong.
There is no doubt about more coming. One is Dalmia, one is Adani Ambuja, one is Star, one is JK Lakshmi, and one is Jindal. That is all for now. And in a couple of days, I will write to the Council asking how many thousands of crores in royalties the Dima Hasao Council will receive every year after all these industries are established. The Dima Hasao Council will get 60% royalty. Even though the Assam Government auctions it, the Assam Government will not keep the money. Out of 100 rupees, 60 rupees will be returned to the Council. The rest, whatever tax needs to be given, will be given by the Assam Government. The 60% that the Council gets will be received tax-free, and the 40% that remains with us—all expenses and taxes for that will remain with us.
“JK Lakshmi Cement wants to contribute to the progress happening in the North-East today, particularly in Assam under the leadership of Chief Minister Himanta Biswa Sarma. It is with this objective that we are entering the North-East and Assam. Our aim is to partner in Assam’s growth, support its development, and add value to the local community. It is with this hope that we are starting our new project in Assam today.” said Dr. Arun Shukla (President & Director, JK Lakshmi Cement).
